In the NTF-A.01.01 spec, saNtfNotificationReadNext() clearly talks about the
use of
search criteria and filter criteria when this API is called first time by the
application.

3.15.4.2 saNtfNotificationReadNext():

"When this function is called the first time after the read handle has been
obtained
from saNtfNotificationReadInitialize() it will ignore the searchDirection
parameter and will use only the search and filter criteria passed to
saNtfNotificationReadInitialize()."

** [tickets:#742] search criteria should be made optional for ReadInitialize()**

Since search criteria for the saNtfNotificationReadInitialize() API is an
optional parameter, the API when called without
any search criteria needs to return SA_AIS_OK. The code as of now is returning
SA_AIS_ERR_INVALID_PARAM which is a bug as per the NTF-A.01.01 specification.
