amfd should exit immediately upon recieving down of local AMFND, i.e. during
the '/etc./init.d/opensafd' stop flow.
A delayed exit can cause problems during the failover flow.
The immediate exit now becomes even more necessary because failover detection
and orchestration is faster than the previous releases since FM now acts upon
AMFND down also.
