For ccb-creates, no other user could have set admin owner for the object
since it is being created in this ccb, except there could be augmentations
to the CCB. 

This is where the OI that gets some operation callback 
(create, delete, or modify), decides to create another object while 
inside the oi-callback (a ccb augmentation). The augmentInitialize done
by the OI normally returns the same admo-id as that used by the om-user.
Except if the otiginal admo was initialize with release-on-finalize set
to false. In that case a separet admo (with its own id) is created using
the same admin-owner-name. 
So this is what tripps up the rule that it must be the same admo-id for 
all objects created in the same ccb. 

In any case, this should be rare. So just keeping track of the admoId
already looked up and only doing a new lookup if the adm-id has changed
should will work and have very small performance cost.

Longer term the immsv should remove the use of vectors. 
At least avoid doing search over a vector using a function for matching.
This seems to have exponential time performance. But that is an enhancements.

Test:
Brought up 2 controllers and addes 2Lakh objects(200000). Now started pl-3
Opensaf start on pl3 was not successful. After some time both controllers 
rebooted but pl-3 didnot go for reboot though the controllers are not 
available.
