The changes looks ok to me.
I am curious to know that why Healthcheck is getting called from Act assignment
of proxy, because once registered by Act and Std proxy, it need to be monitored
also.
Earlier we used to monitor the proxied component once proxy becomes Act(it use
to register once it becomes Act).
