Note also that the "apply processing" that you seem to be waiting on
has to be pure AMF processing (even distributed I guess) . It cant be
IMM processing since you only get the apply callback at a processor after
the IMM has applied the ccb at that processor.
But that means that you should be able to perform the completed processing
even while the previous CCB is being "applied" in distributed AMF structures.
The completed processing should just be validating, possibly also checking
resource allocation. The point is you can complete validation reply ack
and the apply of the second CCB should simply get queued up.
I suspect also that the "timing issue" you see with the distributed
apply processing is because you are not using the imm-applier mechanism
as broadly as you could.

AMF supports adding one CSI per CCB to an unlocked SI. This means if several
CSIs are to be added, many CCBs will be performed by SMF (from a campaign).
However since the first CSI create is still "pending" when the second CSI one
comes to AMF, the second one is can be rejected (by AMF). All depending in
timing.
One problem is that the OI completed callback does not give the OI any chance
to say TRYAGAIN. It is either accept or reject.
Adding a delay to the campaign between each CSI create is not a plausible
solution thus AMF needs to support this case.
