According to section 11.2.2.4 of AMF B.04.01 spec, AMF should send notification
for HA state change whenever a SI is assigned first time to a SU. At present
AMF is sending such notifications during role modification only and not when a
SI is assigned first time in a SU.
Steps:
1) Bring up one controller.
2) Run opensaf command ntfsubscribe.
3) Now bring amf demo application up.
4) There will be no notification for HA state change with format given in
section 11.2.2.4 of AMF B.04.01 spec.
