Current IMM implementation replicates the IMM database in all the nodes in the
cluster.
To support heretrogeneous cluster where (some) payloads for example could have
significant memory constraints (compared to controllers for example) it should
be possible to limit replication to certain subset of the AMF cluster nodes
(via configuration).
For implementation alternatives/suggestions please check embedded comments in
the ticket.
