An SMF campaign has disabled the PBE earlier. At a given point it enables PBE
(by performing the relevant CCB on imm config data) and immediately tries to
update a persistent runtime attribute (PRTA). This update fails because the
slave PBE has not yet completed its initialization by the time the primary PBE
is processing the PRTA update request.
The primary PBE tries to send the "prepare" request for the PRTA update to the
slave PBE in the form of an admin-operation on the runtime object provided
by the slave PBE. The object exists, but the slave PBE has not yet had time to
set admin-owner for its RTO.
The slave PBE then also exits because of an incorrect abort of an empty
sqlite transaction.
After the restart of tghe slave PBE the PBEs normalize, but the SMF campaign
hangs.
