configuration:
NoRed model with 2 SUs,
2SIs, SI dependency is configured between SIs with tolerance timer of 10 
seconds.
Recovery is sufailover.

Steps to reproduce:
1)Kill one of the component of the SU in which sponsor is active.
2)Since recovery policy is suFailover, sponsor gets unassigned.
3)After susi deletion of sponsor, AMF does not take any action on dependent.
AMF should start the tolerance timer for dependent if configured.
If tolerance timer configured, then AMF should start the tolerance timer.
