  saAmfCompRestartCount and saAmfSURestartCount are not updated properly :
1) when error escalation algorithm is running. and
2) when escalation completed and system comes into stable state.

steps to reproduce:
1) In AMF demo set saAmfSgtDefCompRestartMax and saAmfSgtDefSuRestartMax to 2.
2) Bring the application up.
3) kill amf_demo three times.
4) Even after expiry of saAmfSgtDefSuRestartProb the values of these attributes 
shows:

immlist safSu=SU1,safSg=AmfDemo,safApp=AmfDemo1 | grep saAmfSURestartCount
saAmfSURestartCount                                SA_UINT32_T  1 (0x1)

immlist safComp=AmfDemo,safSu=SU1,safSg=AmfDemo,safApp=AmfDemo1 | grep 
saAmfCompRestartCount
saAmfCompRestartCount                              SA_UINT32_T  3 (0x3)
