When considering that AMF needs to support changes in comptype, hctype and
SaAmfCompGlobalAttributes (possibly others) I think the applier solution is the
best and most future proof. I will update the ticket description.

This is a continuation of ticket #539. Use case is changing for example a HC
timeout and it should take effect immediately without need for restart.
A possible solution could be to make the AMF node director and IMM applier for
comptype and HC type
