During su instantiation, a number of component are instantiated while the
others are in middle of "instantiating". At that moment some faulty components
are restarted and escalate to su restart.
But actually the su restart recovery does not happen in this situation, because
su is still also "instantiating" and amfnd is doing nothing if the su receives
"restart" event in "instantiating" state.
One problem for instance: While su instantiation, killing comp #n which
escalates to su restart, this comp #n is currently restarted as part of su
restart (not component restart). But the function
avnd_su_pres_insting_surestart_hdler has not been implemented, so su restart
will not happen, and the comp #n will never be restarted
This problem could be reproduced as following the #885, by expanding the number
of component large enough
