1. Start two controllers.
2. Run ntfsubscribe on standby controller(SC-2).
3. Stop Act controller(SC-1).
4. Oper state disable notification for
safAmfNode=SC-1,safAmfCluster=myAmfCluster is not received on SC-2 by
ntfsubscribe.
