Make it possible to in runtime change the values of configuration attributes:
logStreamSystemHighLimit
logStreamSystemLowLimit
logStreamAppHighLimit
logStreamAppLowLimit
This includes validation in OI completed callback and applying of changes in
apply callback.
Applying of changes must also happen on standby node
