We need some way for MDS to provide flow control for messages. This need has
been observed for example in the LOG service, where the clients can send log
messages asynchronously at a higher rate than the LOG service can process.
One possible way to provide flow control is by providing a way to use TIPC
connection oriented sockets in MDS.
