The issue is seen on changeset 4733 along with patch for #561.
In the TrackCallback() introduced as part of #561 hot standby feature, since
dataBuffer is returned in the ioVector is always NULL, readSize needs to be set
to zero.
This may be also applicable in the case of ArrivalCallback.
