Active Amfd traces are not available, so not able to decide the context.
I tested(with patches of #493 and #445) two nodes bringing up together with 3+2
sus and found only 2 sus getting instantiated on SC-1 as per PrefIns(2). So, it
is working fine.
So, it looks to me that #445 and #493 should have fixed this issue.
So, marking it duplicate of #445 and #493.
