This ticket has to be read in conjunction with
https://sourceforge.net/p/opensaf/tickets/220/ and
https://sourceforge.net/p/opensaf/tickets/439/
CLMNA should first be componentized. It should provide means for 3rd party
agents for resource fencing and stuff.
1) CLM should fence nodes that leave the membership. Clearly stated in "3.1.2
Scope"
2) CLM should be able to do this without PLM. Additional fencing configuration
should be added to either the CLM node or a child to it.
