When attempting to figure out the hotswap model, the PLM software assigns
Full/Partial 5 Hot Swap if the ResourceCapabilities has ManagedHotSwap set.
But, then in other parts of the code SAHPI_POWER_XXX is used for
activating/deactivating an HE. This is not consistent. SAHPI_POWER_XXX cannot
not be used for Full/Partial 5 HotSwap models. SAHPI_HS_ACTION_XXX should be
used instead.
