For a rolling upgrade procedures with the following prerequisites:
-Target node template containing SU type
-The SU type is hosting several components
the step calculation is faulty.
A step (SU activation unit) will be created for each component instance hosted
by the SU.
The solution is to remove duplicates from the calculated list of activation
units.
