Some versions of HPI (e.g. OpenHPI) can take up to 1 minute before getting all
inventory, and responding to session open commands. Currently, the standby
PLMs does not wait for HPI to be ready, like the active PLMs does.
This has the effect that the standby cannot take an active assignment
immediately after finishing init. This happens in the case of SMF rolling
upgrade where all nodes in the cluster are rebooted. When this standby is
rebooted, once it finishes init, SMF will initiate a switchover which PLMs will
timeout on because it cannot contact HPI yet.
Standby PLMs should wait until contact with HPI has been made before finishing
init.
