The new feature "#140 smfd: single step procedures shall only reboot affected
nodes" select wrong step type for activation step types in two cases.
The upgrade will still work but the whole cluster will always be rebooted as
before #140.
Step type SmfStepTypeClusterRebootAct shall be changed to
SmfStepTypeNodeRebootAct in two locations.
For single node clusters the SMF configuration attribute smfClusterControllers
shall be ignored.
