This one is a duplicate of #996.

The syslog snippet does not show the start of the problems and no logs
so in theory it could be something eles. But ticket #996 already points
out the problem that if an initial PBE problem causes the sqlite handle to
be closed yet the PBE not exiting, then you will see exactly this behavior.

Test case :
1) 2 controllers single PBE enabled
2) immcfg is in a loop creating objects
3) pkill osafimmnd ; pkill osafsmfnd
4) saImmOmCcbApply Never succeeds.
