When an HE becomes disabled (perhaps through Readiness Impact FAILURE), and
then the HE is removed from the system, the operational state is still set to
disabled in IMM.
This prevents the HE from coming back in service when the HE is reinserted.
Solution: set the operational state to enabled when the HE is removed
