Direct use of "kMaxDnLength" constant shall be removed and shall be used only 
in 1 place in SMF code.
Instead of checking the max allowed DN length directly against "kMaxDnLength", 
the value will be read from a newly introduced variable ("maxDnLength") from 
"smfd_cb" control block structure. A method will be implemented to read if long 
DNs enabled in IMM. That method will store the config in SMF control block.

Instead of using kMaxDnLength directly, we should actually 
have a variable that is initialized to either kMaxDnLength or 255, 
depending on if extended DNs is enabled globally or not (which can be 
checked by reading the attribute longDnsAllowed in 
opensafImm=opensafImm,safApp=safImmService)
