The changes to PBE code done in the patch for defect ticket #869
http://sourceforge.net/p/opensaf/tickets/869/
resulted in a not always clean pattern of closing the sqlite-handle and exit
of process. Two problems have been discovered.
1) The sqlite handle may in some execution paths get closed twice when
rewinding (failure handling).
2) The sqlite handle may get closed yet PBE continue to execute (not exiting)
resulting in subsequent errors in processing.
