SU1 is active, SU2 is standby.
SU1 is mapped to SC-1 and SU2 to SC-2,SU3 to PL-3 and SU4,5 to PL-4

Test:
lock of SU1
in the new active csi_set_cbk reject it.
continue this rejection with all the comps in all SUs
Here all the SUs except SU1( locked ,enabled), becomes
uninstantiated,disabled,OOS
unlock Su1. Unlocking will also fault and bring the SU1 to
disabled,uninstantiated,OOS state. Now repairing the SU1 succeeds.
But repair of SU2 times-out
