I dont think they are trimmed from the PBE.
Thewy are trimmed from the special-applier.

Runtime attributes are trimmed away for PBE.
The problem is in the calculation in IF statement, which is always true if
attr->flags contains SA_IMM_ATTR_RUNTIME flag.
if((attr->mFlags & SA_IMM_ATTR_RUNTIME) &&
~(attr->mFlags & SA_IMM_ATTR_PERSISTENT) &&
~(attr->mFlags & SA_IMM_ATTR_NOTIFY)) {
Sign "~" should be replaced with "!".
