There is a regression in the default branch for nway. More SIs then
saAmfSGMaxActiveSIsperSU are assigned.
Model: 3 ranked SUs, saAmfSGMaxActiveSIsperSU=1, 3 ranked SIs
The test case expects each SU to be assigned one active SI but the first
unlocked SU gets 3 SIs assigned.
Changeset 5327 works but not 5415. I haven't found in what changeset this was
introduced. But the trivial fix I have done is an algorithm problem in
avd_sg_nway_si_assign(). So in that case it might a problem in all branches,
somehow triggered now.
