Somehow, the fix was not pushed. I will it in default for 4.6.

The clusterStartupTimeout is modified to 1000seconds. During the startup of the
cluster, the application SU is in locked-instantiation state. After the
controller comes up, tried to do unlock-in of the application SU. The admin
operation timesout and the following message is seen in the syslog:
Nov 7 15:08:11 SLES-64BIT-SLOT1 osafamfd[13890]: WA AMF (state 3) is not
available for admin ops
According to the specification, AMF waits for the SUs to move to instantiated
state during the timer. Only assignments needs to be deferred till cluster
startup timer expiry. Thus admin operations needs to be allowed for the
application user to enable bringing the SUs to the instantiated state.
This is observed on changeset 4585. This is reproducible.
