Based on your data I understand following is your current status :

1)  You are running opensaf in docker containers , and the Containers have
    addresses 172.17.0.1 - 172.17.0.150

2)  You configured  TCP Broadcast ( that means DTM_MCAST_ADDR= is empty ).
    only you updated the `DTM_NODE_IP` with your addresses range
    172.17.0.1 - 172.17.0.150 in dtmd.conf and nid.conf with `MDS_TRANSPORT=TCP`
    transport.
3) you are able to bring up One Controller with default 
   opensafImmSyncBatchSize=58860

3) And you are NOT able to join/sync payload  with default 
   opensafImmSyncBatchSize=58860

4) But you are able to join/sync up 50 payload node with modified 
opensafImmSyncBatchSize=4096  by issuing command on controller(which was 
already up and running ) `immcfg -a opensafImmSyncBatchSize=4096 
opensafImm=opensafImm,safApp=safImmService`

If my understanding is correct , Let us debug fist sync issue with default 
opensafImmSyncBatchSize=58860.

I suspect some configuration of your docker containers has some limitation on 
TCP packet size is 64K (65535 bytes).

I have checked the docker containers  
`https://docs.docker.com/articles/networking/` but dint get much clue can you 
please check once.

Please share following   logs/traces while joining payload with default 
opensafImmSyncBatchSize=58860

- active controller mds
- active controller dtm
- active controller immnd & immd

- Re-joining payload mds
- Re-joining payload dtm
- Re-joining payload immnd & immd

Communication is MDS over TCP. Cluster 2+3; where scenario is 
Start SCs; start 1 payload; wait for sync; start second payload; wait for sync; 
start 3rd payload. Third one fails; or sometimes it might be forth.

There is problem of getting more than 2/3 payloads synchronized due to a 
consistent way of triggering a bug.

The following is triggered in the loading immnd causing the joined node to 
timeout/fail to start up.
