This ticket i similar to #2593 (ticket number from old ticket system, no
longer accessible). The changeset is:

summary:     immsv: AdminOp gets TRY_AGAIN if OI is transiently detached (#2593)

That ticket fixed so that a user attempting an admin-op targeting an OI that
has recently been detached will get TRY_AGAIN instead of ERR_NOT_EXIST.

A similar problem exists for OM clients performing a read (iteration or
accessor-get) of a cached runtime attribute. Currently such a user will 
receive the empty-value when there is no attached OI. This is according to the 
SAF specification. But this is inconvenient if the Oi is only temporarily 
detached. 

This ticket will fix so that a user reading a cached RTA will see the latest
set value if the OI has recently detached. The assumption is that this is 
either a handover (failover switchover) or a restart of the OI.
