Opensaf PR document for checkpoint service needs to include that for non
collocated checkpoint, applications not residing on the node where replica is
present will not get the track callback even when the process registers for one.
Suggestion would be to prevent such applications from registering for track
callback through an error code SA_AIS_ERR_NOT_SUPPORTED or
SA_AIS_ERR_BAD_OPERATION.
