SIDependency does not work between N+M and 2N service groups.
Use case: N+M SIs need to depend on 2N SI. And saAmfToleranceTime needs to
work as well.
Steps to reproduce:
1) Create a 2N SG and N+M SG.
2) Have the N+M SIs depend on the 2N SI.
3) Make sure the active OpenSAF controller (Node A) also has the active 2N
assignment, and an active N+M assignment, and that the standby controller (Node
B) has the standby N+M assignments and standby 2N assignment.
4) Do si-swap of OpenSAF-2N (Node A).
5) Do AMF node lock of the formerly active controller (Node A).
Outcome:
1) standby assignments for N+M on Node B should be removed, active N+M
assignment from controller (Node A) should transition to Node B, and 2N active
assignment should move to Node B.
2) No N+M assignments should drop from other nodes.
