After using saImmOmCcbValidate, saImmOmCcbApply does not return a error message
back OM. The missed message triggers timeout on OM side. After this, OM handle
cannot be safely use more.
The case to produce the the problem:
- Disable PBE
- Admin owner set
- Ccb create object
- Ccb Validate
- Ccb apply => hangs for 10 seconds
- Admin owner release => return bad handle
