OpenSAF services should respond to AMF CSI set callbacks only after they are
really ready to provide service.
Today, upon recieving CSI setcallback, the middleware services are coded to only
setup their infrastructure (i.e. handling mds role, mbcsv role, implementerset
handling) and immediately respond to the CSIset callback.
However, these services can be made to respond to AMF only after they(typically
applicable for STANDBY processes) have completed synching up with their ACTIVE
counterparts (i.e. cold sync completed).
This brings multiple advantages
1) Accurate indication that opensaf is ready to provide service when opensaf
startup script returns.
when the opensafd startup script returns to the init.d or systemd it would
truly mean that the OpenSAF services are really hot or hot-standbys and are
truly ready to provide service.
2) Improved controller failover handling when trigerred by AMF
i.e. Current way of handling AMF NODE failover can be improved if AMF can
perform the actual failover(and reboot self when autorepair==true) only after
it receives an acknowledgement from the STANDBY AMF that the STANDBY 2N
si-assignemnt has succeeded.
