ntfsubscribe utility doesn't print the HA State Change Notification for STANDBY
after failover.
Steps followed:-
1.Brought up 2N model with 2SUs.
SU1 (active) on PL-3 and SU2 (standby) on SC-1.
At this point of time, SC-1 was standby, SC-2 was active.
2. Started ntfsubscribe utility on SC-1
3. kill amfd on SC-2.
After step3, observed that SC-1 got the HA State Change Notification for
Active but
no HA state change notification for Standby for SC-2 once it came up.
