Dynamically adding the SUs should be allowed in unlocked state or locked
state or locked-instantiation state.We shouldn't mandate to add SUs in unlocked
state only.

Adding SUs in LOCKED_INSTANTIATION state is preferred and stated by the SMF
documentation. This work is not really needed and thus re-classified as minor.
