In avd_sg_npm_screening_for_si_redistr, if no max_assigned_su is found, AMFD
logs error
LOG_ER("Screening for SI transfer FAILED as there are no assignments yet %s:%u
", __FILE__,__LINE__);
Comparing with the other SGs, those are just at TRACE level which is noticeable
enough in term of logging
