This enhacment depends on the imm enhancement tracked by ticket #1107.
It can only be implemented after imm enhacement #1107 has been implemented.
That imm enhacmenet will make the immsv provide an admin-op for aborting
all currently existing non-critical CCBs. This is needed by the AMF in
special situations suchs as a switch-over or failover where the new active
AMFD can not attach as OI and new standby AMFD can not attach as applier
due to one or more on-going CCBs operating on AMF data.
