In ticket #140 the functionality for single step procedures to "reboot affected 
nodes only" was introduced. https://sourceforge.net/p/opensaf/tickets/140/

This ticket introduces an alternative simplified way to activate the 
functionality.
Current way to activate (#140):
-set the CLM DN addresses in attribute smfClusterControllers in SMF conf object

New way to activate:
-set attribute smfSSAffectedNodesEnable to 1 (true) in SMF conf object

The new way to activate will find the controllers by using the known hard coded 
node id found in SaClmNode objects. Nodes with (full) node id 0x2010f and 
0x2020f will be treated as controllers.
By setting smfSSAffectedNodesEnable to 1, nodes defined in attr 
smfClusterControllers will be overridden.
