Couldn't reproduce it.
Used CS #6289 with amf demo application and tried locking SU2 on SC-2 during
si-swap.
I was mislead that I could reproduce it by following mistake(may be this is the
cause of this ticket):
1. During 2N si-swap, issued Su2 lock on SC-2, lock was successful.
2. Again issue 2N si-swap, issued Su2 lock on SC-2.
Step #2 su lock failed with TRY_AGAIN at SC-2 as below:

But, since amf-adm keep trying(it tried again), the command failed(on newly
Active, i.e. SC-1) with SA_AIS_ERR_NO_OP because SU2 was locked in step #1:

safSu=SU2,safSg=AmfDemo_2N,safApp=AmfDemo1
error - saImmOmAdminOperationInvoke_2 admin-op RETURNED: SA_AIS_ERR_NO_OP (28)

During switchover, admin lock of SU returns SA_AIS_ERR_TRY_AGAIN but SU locked
happened at background.
Steps followed:-
--------------------------------------------------------------------------------
1. Runtime configured nway model with SG auto adjust enabled, 5SUs.
SU1 and SU5 was on SC-1
SU2 on SC-2
SU3 and SU4 on PL-3
2. Runtime unlock-in and unlock of each SUs.
3. On SC-1 which was active, triggered the controller switchover.
immadm -o 7 safSi=SC-2N,safApp=OpenSAF
4. Immediately on SC-2 triggered the SU3 lock, which failed with
SA_AIS_ERR_TRY_AGAIN.
amf-adm lock safSu=d_NWay_1Norm_3,safSg=SG_d_n,safApp=N
error - saImmOmAdminOwnerRelease FAILED: SA_AIS_ERR_TRY_AGAIN (6)
Controller switchover happened successfully.
5. Then tried to triggered the admin lock of SU3, but this time it failed with
SA_AIS_ERR_NO_OP.

6. Observed that SU3 admin state was locked.
