Syslog messages like this:

  Mar  9 15:30:17 SC-1 osafimmpbed: ER Mismatch in PBE op-count 2 should be 4 
for Ccbid:0x2
  Mar  9 15:30:17 SC-1 osafimmpbed: ER ERROR: CCB record for 2 does not have 
correct op-count

Will happen if the PBE is restarted or moved while a ccb is still open and
new operations are added to it. Such a ccb will inevitably get aborted at apply
because the restarted PBE will not have received all operations. Since this can
happen during normal but unusual events and processing, the severity must be
reduced from ERror to WArning. 

Severity WArning is still merited because this is an unusual case and could
be handled better by the imm service. A separate enhancement ticket will
be written for the improvement issue.
