There is no retry mechanism in "sendStateChangeNotificationClms()" function.
In the following reproducible case, the "SA_AIS_ERR_TRY_AGAIN" returned from
"saNtfNotificationFree()" is not handled and not logged:
When SC1 goes down SC2 takes over as active. The error log printed from
"clms_node_exit_ntf()" which called "sendStateChangeNotificationClms()".
