While invoking saClmClusterNodeGet() when timeout is given as zero, 
INVALID_PARAM is returned. 0 is a valid value. I think TIMEOUT would be the 
appropriate error to return.

I think TIMEOUT was the behavior in OpenSAF 3.0. The test suite for the AMF 
Java bindings has a test case for this.
