A 2N application is allocated on a SC node and tries to enforce a director 
switchover during cluster startup. 
Briefly the following happens:
Precondition: xxx-2N-1 are allocated to SC nodes, yyy-2N-1, also 2N with 1 
active and 1 standby and 6 spare SUs
are allocated to some PL nodes.
Action: a SC node is locked during startup to verify xxx-2N-1 switchover 
(active/standby change)
Action: the the selected SC node is unlocked
Postcondition: the cluster is up and runnings, only the xxx-2N-1 allocation is 
changed

After the SC unlock, the SC comes up fine. However the yyy-2N-1 information 
gets wrong:

safSi=yyy-2N-1,safApp=zzz
AdminState=UNLOCKED(1)
AssignmentState=PARTIALLY_ASSIGNED(3)

>From the logs it seems that both PL-3 and PL-12 are calling avd_new_assgn_susi
