Create a nodegroup consisting of SC-1 and SC-2
*Initial state*
All the AMF entities regarding the application are in unlocked states. SIs are
in fully assigned state.
*Steps Performed*
-> Before performing shutdown operation of nodegroup, ensured that component 3
in SU2 ( the active SU) respond with 21 rc in quiesced callback.
-> SG went to unstable state after performing shutdown operation of nodegroup.
