Steps to reproduce:
Configuration: AMF sa-aware samples demo.

Steps to reproduce.
1)Bring AMF demo up on controllers.
2)Try to AMF node lock of SC-1.
3)When lock operation is in progress, perform controller switch-over. Make sure 
controller
switch-over completes before the completion of node lock operation.
4)After completion of operation, perform another controller switch-over.
5)Now perform unlock of SC-1.
  AMF will not accept operation and will return TRY_AGAIN.

Analysis:
Operation was initiated when SC-1 was active and it was completed when SC-2 
became active. Old active did not clear all parameters like invocationId etc 
related to lock operation
when it gave up its active role.
Even operation on SU was not allowed. So this is valid for other AMF entities 
also.
