There is one more fix in this area #992.
In both #309 and #1312 occurs during si-swap . So above if condition
will hit in both #309 (for standby assignment) and #1312 (for quiesced
assignment and active inprogress). In both of these tickets it is
standby SU or the su that will become standby faults.
