Today, it is not possible to initiate AMF node lock operation on multiple nodes
at the same time (Parallel). It is possible to perform node lock on one node at
a time (serial)
This feature proposes to introduce a new AMF admin operation on the node group
and cluster entity.
Support is required to add the following operations at node group level
*lock instantiate
*unlock instantiate
Support for lock and unlock at node group level already exist..
Support is required to add the following operations at cluster level
*Lock
*Unlock
*lock instantiate
*unlock instantiate
[We are not sure yet, if such a support for cluster is needed]
